In NT 4.0, there is a Registry hack for the legal notice at login. Create or assign the below key values:
HKLM\SOFTWARE\Microsoft\Windows NT\Current Version\Winlogon
Value: LegalCaption (REG_SZ): Title of message box

HKLM\SOFTWARE\Microsoft\Windows NT\Current Version\Winlogon
Value: LegalNoticeText (REG_SZ): Text in message box

(One is a Caption, one is the Text).
